FAQ: OBA Pathway, NCLEX-RN & OSCE Preparation for International Registered Nurses
Disclaimer: The information provided in this FAQ is for guidance only. For the most up-to-date and accurate information regarding the Objective Structured Clinical Examination (OSCE), please refer to the Australian Health Practitioner Regulation Agency (AHPRA).
1. The Whole Journey
I am an internationally registered nurse. How can I become a Registered Nurse in Australia?
Internationally registered nurses need to complete the AHPRA/NMBA assessment and registration process before they can practise as Registered Nurses in Australia.
The journey may include:
- AHPRA/NMBA Self-check
- Stream allocation
- Orientation Part 1
- Portfolio submission
- NCLEX-RN exam
- OSCE exam
- English language requirement
- Application for registration
- Transition to employment as an Australian Registered Nurse
At Charter Australia, we support internationally registered nurses through the complete journey, especially Stream B candidates who need to complete the OBA pathway, including NCLEX-RN and OSCE preparation.
What are Stream A, Stream B and Stream C?
After completing the Self-check, internationally qualified nurses are usually allocated to one of three streams.
Stream A
Qualification is considered substantially equivalent or based on similar competencies
Usual pathway: May proceed more directly towards registration application
Stream B
Qualification is relevant but not substantially equivalent
Usual pathway: Usually needs OBA, including NCLEX-RN and OSCE
Stream C
Qualification is not sufficiently equivalent or relevant
Usual pathway: Usually needs to complete an Australian approved nursing qualification
Charter Australia’s OBA, NCLEX-RN and OSCE preparation programs are mainly designed for Stream B candidates.
Who are Stream A applicants?
Stream A applicants are internationally qualified nurses whose qualification may be assessed as substantially equivalent, or based on similar competencies, to an Australian approved nursing qualification.
There is no automatic Stream A country list, but applicants from countries or jurisdictions with comparable nursing education and regulation may have a more direct pathway, depending on their qualification and registration history.
Examples may include nurses qualified or registered in:
- United Kingdom
- Ireland
- United States
- Canada — British Columbia and Ontario
- Singapore
- Spain
- New Zealand, which may also have a separate Trans-Tasman Mutual Recognition pathway
Stream A applicants may not need the full OBA pathway. However, they still need to meet AHPRA/NMBA registration requirements, including English language skills, identity checks, criminal history, recency of practice and other registration standards.
Who are Stream B applicants?
Stream B applicants are internationally registered nurses whose qualification is relevant to nursing but is not considered substantially equivalent to an Australian approved nursing qualification.
Stream B applicants usually need to complete the Outcomes-Based Assessment pathway, also known as the OBA pathway.
This usually includes:
- Orientation Part 1
- Portfolio
- NCLEX-RN
- OSCE
- Application for registration
Many internationally registered nurses are assessed as Stream B candidates.
Charter Australia provides complete support for Stream B candidates, including NCLEX-RN preparation, OSCE preparation, AHPRA guidance, English support and transition-to-work assistance.
Who are Stream C applicants?
Stream C applicants are internationally qualified nurses whose qualification is not considered sufficiently comparable to an Australian Registered Nurse qualification.
Examples may include:
- Applicants with caregiver, aged care, assistant nurse or healthcare assistant qualifications
- Applicants with an enrolled nurse, practical nurse or nursing assistant qualification who want to apply as a Registered Nurse
- Applicants whose course was too short or did not include enough nursing theory and supervised clinical placement
- Applicants whose qualification did not lead to registration as a Registered Nurse in the country where they studied
- Applicants whose qualification was not properly accredited or recognised
- Applicants with only a specialised nursing qualification that does not meet the requirement for general Registered Nurse registration in Australia
Stream C applicants may need to complete an Australian approved nursing qualification before applying for registration as a Registered Nurse.
If you are not sure whether you are Stream A, B or C, you can contact Charter Australia for general guidance on your possible pathway.
2. The OBA Pathway
What is the OBA pathway?
OBA stands for Outcomes-Based Assessment. It is the assessment pathway for many internationally registered nurses who want to become Registered Nurses in Australia.
For Stream B candidates, the OBA pathway usually includes:
- NCLEX-RN
- OSCE
- AHPRA/NMBA registration application
Charter Australia’s OBA support is designed to help candidates understand the journey clearly and prepare for each important stage.
Who should join Charter Australia’s OBA preparation program?
Our program is suitable for internationally registered nurses who:
- Are planning to start the OBA pathway
- Have been assessed as Stream B candidates
- Need support preparing for NCLEX-RN
- Need hands-on OSCE preparation
- Need guidance with AHPRA/NMBA steps
- Need English support before or during their registration journey
- Want structured support from exam preparation to employment readiness
3. NCLEX-RN Preparation
What is the NCLEX-RN?
The NCLEX-RN is the multiple-choice exam used in the OBA pathway for registered nurse candidates. It assesses nursing knowledge, clinical judgement, safety, prioritisation and decision-making.
How can Charter Australia help with NCLEX-RN preparation?
Charter Australia’s NCLEX-RN preparation helps candidates build the knowledge and confidence needed for the exam.
Our support may include:
- Exam-focused NCLEX-RN preparation
- Nursing knowledge review
- Clinical judgement and prioritisation practice
- Question practice and exam strategies
- Support to understand the Australian nursing context
- Study planning and guidance
This program is suitable for candidates who want structured preparation instead of studying alone.
I am worried about my English. Can I still prepare for NCLEX-RN?
Yes. Many internationally registered nurses need both NCLEX-RN preparation and English support.
The NCLEX-RN is not an English test, but candidates still need strong reading, understanding and critical thinking skills to answer exam questions correctly. If your English level is low, it may be harder to understand long questions, clinical scenarios and answer options.
Charter Australia can help candidates improve their English at different levels before or during NCLEX-RN preparation.
Depending on your current level, you may benefit from:
- Foundation English
- English for Healthcare and Nursing
- OET Preparation
Improving your English early can make your NCLEX-RN study easier and also help you prepare for OSCE communication later.
Can I study English and NCLEX-RN preparation at the same time?
Yes. Some candidates may study English and NCLEX-RN preparation together, especially if they already have a reasonable English foundation.
Other candidates may need to complete English training first before starting full NCLEX-RN preparation.
Charter Australia can help you choose a suitable study plan based on your current English level, nursing background and registration timeline.
Should I prepare for NCLEX-RN before OSCE?
Yes. For Stream B candidates, NCLEX-RN is usually completed before OSCE. Many candidates start with NCLEX-RN preparation, then move into OSCE preparation after passing NCLEX-RN.
Charter Australia offers:
- NCLEX-RN Preparation
- OSCE Preparation
- NCLEX-RN & OSCE Combo Program
- English training support
The NCLEX-RN & OSCE Combo Program is a good option for Stream B candidates who want a complete and organised preparation pathway.
4. OSCE Preparation
What is the OSCE?
OSCE stands for Objective Structured Clinical Exam. It is a practical clinical examination that assesses whether a candidate can demonstrate safe and professional nursing practice.
The OSCE may assess:
- Clinical assessment
- Communication with patients
- Planning and prioritising care
- Clinical interventions
- Documentation
- Patient safety
- Infection control
- Professional and ethical practice
How can Charter Australia help with OSCE preparation?
Charter Australia’s OSCE Preparation Program provides practical, exam-focused training to help nurses build confidence and prepare for the OSCE.
Program features include:
- Exam-focused OSCE preparation
- Clinical skills practice
- Communication skills training
- Confidence-building sessions
- Exam-ready preparation
- Simulated practice scenarios
- Personalised feedback and guidance
This program is ideal for candidates who have passed or are preparing to pass NCLEX-RN and want practical support before sitting the OSCE.
Why is communication important for OSCE?
Communication is a very important part of the OSCE. Candidates need to speak clearly with patients, explain care, ask appropriate questions, show empathy and use professional nursing communication.
If your English level is low, it is important to improve your English before OSCE preparation. Charter Australia can help candidates choose suitable English support based on their current level.
5. English Language Requirements
Do I need English to become a Registered Nurse in Australia?
Yes. Internationally qualified nurses must meet AHPRA/NMBA English language requirements before registration can be granted, unless they meet another accepted pathway under the English language standard.
Accepted English tests may include:
- IELTS Academic
- OET
- PTE Academic
- TOEFL iBT
- Cambridge English tests
Candidates should always check the current AHPRA/NMBA English requirements before booking a test.
When should I take English?
You should start thinking about English early. English can affect your whole registration journey, especially your ability to pass OSCE and complete the final registration application.
A practical plan is:
Before NCLEX-RN
Start English preparation if your level is low
During NCLEX-RN preparation
Continue improving academic and healthcare English
Before OSCE preparation
Build strong speaking, listening and clinical communication skills
Before registration application
Make sure your English result meets AHPRA/NMBA requirements
My English level is low. Can Charter Australia help?
Yes. Charter Australia can support candidates with different levels of English.
If your English is not yet ready for IELTS, OET, PTE or OSCE communication, we can help you explore suitable English programs to build your foundation first.
Depending on your level, you may need support with:
- Foundation English
- English for Healthcare and Nursing
- OET Preparation
Improving English early can make your NCLEX-RN, OSCE and registration journey smoother.
6. Application for Registration
When can I apply for registration?
Stream B candidates can usually apply for registration after completing the required AHPRA/NMBA stages, including NCLEX-RN and OSCE.
You must also meet other registration requirements, including English language skills, identity, criminal history, recency of practice and professional indemnity insurance arrangements.
Does Charter Australia help with the registration journey?

Our support may include:
